The Spokane Police Department has been a leader in practicing the philosophy of "community oriented policing" for more than a dozen years. Simply stated, it's the recognition that police alone cannot make any city safe. It requires an active partnership between police and the citizens of that community.The SPD has won national and even international awards and recognition for its leadership in community policing. We have ten "COPS Shops" in this city of 190,000, each staffed entirely by neighborhood volunteers who maintain regular hours for its operation and who support dozens of programs specifically designed by, and for, the neighborhood each serves. We train these volunteers in accepting and writing police reports on non-violent crimes, some lift latent fingerprints from vehicles that have been entered. The volunteers, several thousand across the city, donate tens of thousands of hours to our citizens each year with no cost to the taxpayers.
